A Parker County grand jury has indicted a man accused of stealing a marked City of Annetta truck and getting into a high speed pursuit with police before returning the truck to the city secretary’s house.  

Kevin Scott Baum Jr., 27, was indicted this month on charges of evading arrest or detention with a vehicle, unauthorized use of a vehicle, credit card or debit card abuse and two charges of aggravated assault against a public servant.

According to Hudson Oaks police, officers saw a white 2014 Ford F-150 driving recklessly in the Wal-Mart parking lot around 4:30 a.m. Aug. 17 and stopped the vehicle. 

During the traffic stop, the driver told an officer that he was borrowing the vehicle from an uncle who was an Annetta police officer. 

Annetta does not employ police officers. 

When the officer ordered the driver to get out of the vehicle, the driver drove the truck over a high curb and a median separating the parking lot from South Oakridge Drive, according to court records. 

Officers pursued the truck through parts of Hudson Oaks and onto Interstate 20 with speeds reaching 120 mph, according to Hudson Oaks police. 

The Parker County Sheriff’s Office and the Weatherford Police Department reportedly joined the pursuit on East Bankhead Highway. The westbound truck swerved into the same lane as the eastbound marked patrol vehicles, causing both drivers to swerve, the peace officers allege in court records. 

The pursuit continued through parts of Weatherford before law enforcement officers lost sight of the vehicle near U.S. Highway 180 at Hogle Street. 

Around 9:30 a.m. that morning, Annetta City Secretary Chad Roberts, the city’s top employee and a former police officer for Jacksboro, reported the truck stolen from his property on Apryl Drive, according to the sheriff’s office. 

Deputies told Roberts what had happened and verbally described the suspect to Roberts, according to court records. Roberts reportedly told deputies that the description matched his neighbor who also lives on Apryl Drive. 

Sometime after 11:30 a.m., Roberts called and reported that the truck had been returned to his residence, according to a probable cause affidavit. 

Hudson Oaks police officers that afternoon reportedly confirmed that the vehicle was the one involved in the pursuit and, using a picture of Roberts’ neighbor, identified Baum as the suspect they’d stopped. 

The following day, Roberts reported that a Town of Annetta credit card issued to him was missing from the truck and had been used at a gas station north of Weatherford around 5:30 a.m. Aug. 18. 

After his arrest, Baum admitted to taking the truck and using the credit card to purchase a package of cigarettes and $78 of gasoline, according to the sheriff’s office. 

Baum remained in the Parker County Jail as of Wednesday, according to jail records, which show he has prior drug-related arrests.

Roberts said the city has spent about $260 to replace a mirror and would possibly be able to salvage the truck’s bent rims. 

The city also replaced decals that were removed from the truck’s doors, according to Roberts. 

Roberts said he and his family had not yet moved into the house but were staying in a hotel as repairs were made to the property when the incident occurred.
